Chinese Bridge Chinese proficiency contest in Univers

Some of the winners will represent Latvia in the 2019 Chinese Bridge competition for universities

and middle school students in China where they will compete with Chinese language learners from all over the world.

Latvia has made remarkable progress in teaching and learning Chinese in recent years, with the succes

sful 16th Chinese Bridge competition taking the promotion of the Chinese language and culture to an even highe

r level in Latvia and strengthening cultural ties between the two countries even more.

The 16th “Chinese Bridge”, was organized by Confucius Institute at the

University of Latvia in cooperation with various education institutions in Latvia.

China’s last female Yangtze giant softshell turtle (Rafetus swinhoei) died on Saturday after an a

rtificial insemination at the Suzhou Zoo in East China’s Jiangsu province. Now, only three remain in the world.

An international research team carried out the fifth artificial insemination for the female turtle on Fri

day, but the animal did not recover from the procedure, even though researchers spent hours trying to save its life.

The dead female turtle is believed to be over 90 years old; Suzhou Zoo’s male turtle is over 100 years old.

In the spin and swing of a vinyl revivalned recorone th

It’s a Sunday afternoon and Yang Haisong seems to be in a chipper mood. Under a blazing sun on a warm day in Beijing he sit

s on the side of a road smoking a cigarette. Yang, a founding member of the Chinese rock band P. K. 14 and its l

ead vocalist, is taking a break from activities in Free Sound, a record store in which he has been talking to fans about th

e band’s seventh studio album, What We Talk About When We Talk About His Name.

Yang hails from Nanjing, Jiangsu province, and it was there that P.K. 14 was formed nearly 22 y

ears ago before going on to become one of the most influential rock bands in China’s indie rock scene.

“I love record stores,” Yang, 46, says. “Of course listening to music

online through streaming services is incredibly conven

ient, but when I hold cassette tapes or vinyls in my hands I feel this connection with the music.”

The band’s latest album, released on Oct 14, 2018, was recorded in Be

rlin, and in addition to being streamed online, it was distributed on record and cassette.

Shanghai Astronomical Observatory, which leads the

country in very-long-baseline interferometry, the technique the telescope array used for

the black hole image, took the lead in organizing and coordinating Chinese researchers particip

ation in the EHT observations and studies, Shen said. That allowed Shanghai to b

e one of the six cities worldwide involved in the simultaneous news conferences on Wednesday.

No Chinese telescope-including the Five-hundred-meter Ape

rture Spherical Telescope, the world’s largest filled-apertur

e radio telescope, in Guizhou province-was involved in the EHT observations.

Yuan Yefei, a professor in the University of Science and Technology of Chi

na’s astronomy department, also an EHT team member, said the Guizhou telesco

pe did not take part mainly because its wavelength band was not what EHT needed for this observation.

The Chinese economy’s staggering aggregate and grow

wing contributions to global growth tend to mask its extremely unbala

nced development and widening gaps between the rich and the poor. That’s why before determin

ing whether a country is developed or not-and to present a comprehensive picture of its economy-the entire

gamut of the country’s economic data, including its aggregate and per capita GDP, should be taken into consideration.

The WTO treats developing and developed countries differently because some developing and least-developed countries

were deprived of their development rights and thus their chances to develop in the past because of colon

ialism and militarism. The WTO provides special treatment for some countries to ensure all economies get the chance

to develop without the fear of being squashed by the developed countries and their discriminative policies.

That China and the European Union, two staunch supporters of multilateralism and free tr

ade, reaffirmed their commitment at the China-EU Summit in Brussels on Tuesd

ay to cooperate on WTO reform, in order to ensure its continued relevance and allow it to meet the global trade c

hallenges is encouraging. The consensus reached between the two sides will help carry the WTO reform forward.

Leaders would assess the situation again when they me

et for a regular summit on June 20-21. Britain could have left by then if May succeeds in bu

ilding a coalition for her deal with the Labour opposition — though there is no sign of agreement yet.

n order to continue as an EU member beyond June, May has agreed to organize British elections to

the European Parliament, though it is still unclear if that vote will go ahead and how far it might t

urn into a virtual second referendum on EU membership that some hope could mean Britain cancelling Brexit.

The other 27 had all but ruled out pitching Britain, and parts of the EU economy, into

chaos on Friday. But a drive by Macron to keep London on a tight leash saw the emergency summit bogged d

own in late-night wrangling as German Chancellor Angela Merkel and others argued the merits of a longer lag.

As at a summit last month, which put back Brexit for two weeks, several EU diplomats said May failed to persuade her peer

s that she could definitely break the paralysis of repeated failures to ratify the treaty within the coming months.

Thanks to the extension of the subsidiary policy of new e

energy vehicles (NEV), sales of NEVs reached 111,000 in March, up 100.9 percent year-o

n-year, with NEV wholesales accounting for 254,000 units in the first quarter.

CPCA predicts a 40 percent increase in NEV sales to 1.7 million

units in 2019, based on these first quarter figures.

As China began to cut manufacturing sector VAT from 16 to 13 percent on April 1, som

e imported and high-end vehicle brands lowered prices to boost sales nationwide.

As the industrial chain of domestic-made goods are comparatively longer than that of imports howe

ver, most domestic manufacturers have not lowered prices for goods, including automobiles.

“Consumers should not expect too much on price cuts of automo

biles, but choose vehicles based on demand and affordability,” CPCA said.

Beijing News also reported that the facility caught fir

before the explosion. The facility is adjacent to a

natural gas station, the explosion of which caused the tragedy, the report said.

An assessment report on the factory’s environmental protection

facilities drafted in July 2018 by the Jiangsu Provin

cial Academy of Environmental Science showed that Tianjiayi has a warehouse wit

h a floor area of more than 1,000 square meters to store industrial waste, which includes tar and methyl alcohol.

The assessment report said the plant generated on average about 11 metric tons of solid waste and w

astewater per day, and there has been an accumulation of 4,500 tons of hazardous waste in the factory every

year. While some of the waste materials are transported out for disposal, others are processed within the factory.

A special license is required to dispose of hazardous waste in China. Accor

ding to the Jiangsu’s Department of Ecology and Environment, 460 enterprises in the prov

ince had the necessary licenses as of the end of 2018, but Tianjiayi was not among them.

Official records also show that Tianjiayi had been punished at least twice for violations in waste management.

It handed over 124 tons of hazardous waste in late 2012 to

two local farmers who simply buried it and caused severe environmental degra

dation, according to a local court verdict reached in January of 2017. The company w

as fined 1 million yuan ($148,850), and two senior executives were given suspended jail terms.

In July 2017, a local environmental watchdog fined the company 280,000 yuan for va

rious violations including misconduct in hazardous waste management.

Hazardous waste could potentially be radioactive, toxic, highly corrosive or otherwise ha

rmful to people and the environment. Therefore, these materials require special treatment.

At a news conference in late March, Qiu Qiwen, head of the sol

id waste and chemicals management department of the Mini

stry of Ecology and Environment, said that the proper treatment of hazardous waste and other solid

waste is of great significance as it’s fundamental to improving air, water and soil quality.

Qiu’s department was newly established in the ministry’s latest institutional reshuffle in the second h

alf of last year — a move meant to strengthen governance over hazardous waste treatment.

Qiu said the country’s capacity for hazardous waste tre

tment reached 75 million tons in 2017, 2.3 times that of 2012. Meanwhile, about 40 million tons of ind

ustrial hazardous waste was generated in 202 major cities across the country in 2017, according to the ministry.

China, however, still lacks a sound system for hazardous waste management. According to an enforcement

report of the Solid Waste Control Law released by the National People’s Congress Standing Committee, the to

p legislature, in November 2017, the total amount of hazardous waste in the country remains unverified.

Over 40 percent of China’s capacity for processing hazardous waste oft

en remains idle. Every year, more than half of the hazardous waste generated across the cou

ntry was utilized or disposed of by its respective producers, and most of this activity was unsupervised, the report said.

Wang Yi, a member of the NPC Committee of Environment Pr

otection and Resources Conservation Committee, told China Daily in March that sup

ervisors lack a clear idea of how much hazardous waste is being produced annually nationwide.

storage, collection and transportation of hazardous

les in the storage, collection and transportation of hazardous waste. Paper documents are still used in ma

ny areas as certificates for the transfer of hazardous waste, which could be easily forged and altered, he said.

Wang also said the country faces serious shortages of personnel fo

r hazardous waste supervision, especially at the county-government level.

Qiu pledged to take a series of measures to enhance processing capac

ity. Facilities for hazardous waste treatment will be included in local environmental infrastru

cture development plans, and the treatment of such waste will be included in the central environmental inspec

tions led by ministerial-level officials. Research aimed at overcoming technical bottlenecks for treatment will be enhanced as well, he said.

Qiu said the Ministry of Ecology and Environment will coop

erate with the NPC to revise the Solid Waste Law, and make efforts to build a n

ational information network to enhance monitoring, treatment and risk prevention capabilities.
